Andalucía improves economic convergence, recovering 80% of losses since 2008

According to data from the Regional Accounting, Andalucía has regained nearly one point of economic convergence with Spain in 2025. The region's GDP per capita rose from approximately 75.3% of the Spanish average in 2024 to 76.2% in the past year, a nine-tenths increase. This figure confirms the improvement that began in 2019, during which Andalucía has gained 2.1 points of convergence, recovering about 80% of the 2.6 points lost over the previous decade.

Carolina España, the third vice president and counselor of Economy, Finance, and European Funds, stated, "This advancement in convergence has been made possible thanks to the economic policies implemented by the government of Juanma Moreno." She emphasized that comparing the current administration's performance with previous years, based on data from the National Statistics Institute (INE), highlights a significant change in trend. This change has been attributed to measures aimed at stability and competitiveness, as well as administrative simplification, fiscal policy, and support for the business sector.

España noted, "For too long, Andalucía was losing ground in terms of convergence with Spain. Today, the data shows that we are recovering lost ground and that our economy is moving towards greater convergence with the rest of Spain." Between 2008 and 2018, Andalucía's GDP per capita fell from 76.7% of the Spanish average to 74.1%, losing 2.6 points of convergence in a decade. However, since 2019, the trend has reversed, and Andalucía has regained 2.1 points, reaching 76.2% in 2025, equivalent to €26,091.

Thus, in seven years, approximately 80% of the ground lost over the previous ten years has been recovered, with the region now just half a point away from the relative level it had in 2008.

Increased dynamism of the regional economy

This progress coincides with greater dynamism in the Andalusian economy. According to the latest data published by the Junta, Andalucía's real GDP grew by 3.2% in 2025, four-tenths above the national growth rate of 2.8%. Since 2019, the Andalusian economy has consistently shown growth exceeding the national average, with a cumulative increase of 12.9% compared to 12.3% for Spain as a whole. This sustained growth has facilitated ongoing economic convergence.

Carolina España emphasized the significance of this performance given the challenging context. She pointed out that the Andalusian economy has maintained greater dynamism "despite significant economic disruptions, such as the COVID-19 pandemic, rising inflation, international geopolitical conflicts, and prolonged drought conditions that have particularly affected Andalucía."

She added, "We are competing with one hand tied behind our back because we continue to receive fewer resources from the regional financing system than we are entitled to for funding public services and addressing the needs of a community like ours." España noted that this underfunding, amounting to €1.634 billion annually according to FEDEA, "represents a limitation that Andalucía has endured for years and hampers our opportunities."

For the third vice president of the Junta, "With fair funding, Andalucía would not only be transforming as we are now but would be soaring. However, this Autonomous Financing System cuts our wings and suffocates us," she lamented.
