On October 9, 2026, Minister Óscar Puente presided over the IX Ibero-American Conference of Ministers of Transport and Infrastructure, held in Valladolid. Attending countries reaffirmed their commitment to cooperation and alliances in transport through the adoption of the Valladolid Declaration.
The delegations aimed to promote more integrated connectivity that advances social and territorial cohesion, as well as the incorporation of security and resilience as structural criteria in transport and infrastructure policies.
The adopted document highlights measures such as:
- Development of regional multimodal corridors
- Promotion of stable regulatory frameworks
- Encouragement of digitalization
The IX Conference brought together Ibero-American officials from the transport and mobility sector as part of the preparatory work for the XXX Ibero-American Summit of Heads of State and Government, scheduled to take place in November in Madrid. The event also featured the participation of Ibero-American Deputy Secretary Frederico Ludovice.
Connectivity and social and territorial cohesion
Promoting infrastructure and transport services that ensure mobility and equitable access to opportunities has become a key factor. The IX Conference addressed the construction of new infrastructures and the promotion of integrated, accessible, and sustainable transport systems.
The delegations identified connectivity as an internal development factor and a crucial element to strengthen Ibero-America's position in the international value chain. Ibero-American public policies should focus on:
- Promoting intermodality
- Ensuring interoperability
- Encouraging digitalization
- Effective governance
- Sustained public investment
- Proper participation of the private sector
Resilience and security of transport systems
Ibero-American representatives discussed the capacity of infrastructures to respond to crises and extreme natural phenomena, as well as the reinforcement of security and continuity of mobility services. Incorporating resilience as a structural planning and management criterion is essential for the continuity of transport services.
This shift in focus requires a thorough assessment of existing infrastructures, a review of technical standards, strengthening maintenance, and coordination among administrations and operators.
A space for political-technical dialogue
The Ministry of Transport and Sustainable Mobility, with the support of the Ibero-American General Secretariat (SEGIB), organized the IX Conference as a space for political and technical dialogue, addressing issues related to regional cooperation, territorial cohesion, and the development of more resilient infrastructures.
During the IX Conference, the foundations were laid to promote the establishment of an Ibero-American Port Forum, envisioned as a stable space for cooperation, dialogue, and exchange of experiences among Ibero-American countries in port matters.
