On October 6, 2026, Judith Castro, the Economic Development Councillor of the City Council of Palencia, presented the second phase of the 'Cuenta Consumo Palencia 2026' program. This announcement was made in collaboration with Sergio Domínguez and José Manuel Sevilla, representatives of the 'Palencia Abierta' Commercial Association.
Following the successful implementation and positive reception of the first phase, which concluded on September 30, the participating entities have agreed to continue the loyalty model. The second phase will officially begin on October 5 and will remain active until December 5, 2026, or until the allocated budget is exhausted.
This continuation allows for the maintenance of purchase incentives without increasing the municipal contribution approved for this edition. The first phase, which ran from June 20 to September 30, 2026, mobilized €1,042,593.67 in purchases within Palencia's commerce, supported by a public investment of €88,986.82. This means that for every euro invested by the public, €11.7 in sales was generated in participating establishments.
During this period, 3,193 residents participated in the program, making purchases at 213 different businesses. The budget for the first phase was set at €100,000 and was fully utilized. A 10% discount was applied to each purchase, with a cap of €100 per person.
The food sector saw the highest number of transactions, with 538 purchases recorded, while one establishment achieved over €126,000 in sales linked to the program. Notably, the second phase will include two new establishments from the hospitality sector: Gloria Bendita and La Casuca, expanding the program's reach.
These figures highlight the effectiveness of the 'Cuenta Consumo' program in generating direct economic activity in local businesses, ensuring that consumer spending benefits the commercial fabric of the city.
In this second phase, citizens will continue to automatically accumulate a 10% discount through the official mobile application for each purchase made at participating local establishments. To ensure equitable distribution of public incentives, the cap on accumulated discounts remains at €100 per person, with a maximum absorption limit of €25,000 per establishment.
The balance generated in users' wallets will be available for direct redemption in local shops throughout the duration of the second phase. Additionally, the City Council will offer practical workshops for participating businesses to facilitate the use of the application and help them manage the system effectively. The first workshop is scheduled for October 6 at 9:00 AM at the Local Development Agency, aiming to familiarize businesses with the app's functionalities.
This strategy builds on the success of the 'Cuenta Consumo Palencia' program from 2025, which was co-financed by the Castilla y León regional government and the City Council to support retail commerce.
