Navarra government presents 2027 budget draft to economic and social council

José Luis Arasti, the Minister of Economy and Finance for the Government of Navarra, has convened a meeting of the Economic and Social Council of Navarra (CES) to present the details of the draft General Budgets for 2027. The proposed budget amounts to €7,284,826,188, with a non-financial expenditure of €6,850.57 million, representing an 8.4% increase compared to last year's budget.

During the meeting, Arasti highlighted that forecasts indicate a 2% growth in GDP, a figure supported by the Independent Authority for Fiscal Responsibility (AIReF), alongside a declining unemployment rate projected to reach 7.5%. He noted that the draft budget allocates over half of its funding to social components, with 54.7% directed towards health, housing, education, social rights, and culture.

The minister also detailed the recently approved 2025-2028 Investment Plan, which includes multi-year actions across all areas of government, totalling €833 million. For the upcoming 2027 fiscal year, €344.5 million is earmarked, with the highest investment figures expected in the departments of Housing, Territorial Cohesion, and Health.

Furthermore, Arasti informed the CES about the government's efforts in response to previous CES meetings, which highlighted the need for support for the most affected economic sectors due to geopolitical tensions, armed conflicts, and climate change. The draft budget includes a €5 million allocation for the agricultural sector, as well as €5 million in aid for livestock due to drought damage, and €23.6 million in extraordinary assistance for 2026 to address rising fuel costs linked to the crisis in the Middle East.

Following the presentation to the CES, the draft law is expected to be approved in a government session and submitted to the Parliament of Navarra on 30 October. The CES is a consultative body representing key social agents in the Foral Community and operates under the Government of Navarra, specifically the Department of Economy and Finance.
