The construction of new facilities for the Unidad de Seguridad Ciudadana (USECIC) of the Guardia Civil at Santander port has officially begun. The project, which started on 4 November 2026, will see the development of a 350 square metre building situated at the North Margin wharf, with a total investment of around €793,000.
César Díaz, president of the Port Authority of Santander (APS), emphasised the significance of this initiative, stating that it will enhance the protection of port facilities and improve resources allocated for the surveillance of this strategic area, which is crucial for the movement of both people and goods.
The project has been awarded to Nuevo Sistema Modular, S.L., which has commenced foundation work for the new building that will house the USECIC. The total budget for the construction is €792,988, and the expected completion time is six months.
This development is part of an agreement between the Secretary of State for Security and the Port Authority of Santander aimed at enhancing the operational capacity of the Guardia Civil within the port area, thereby strengthening security measures.
Díaz highlighted the advantages of the chosen location, which is close to recently established APS buildings for the Maritime Service and the Fiscal Section of the Guardia Civil. This proximity will facilitate better coordination among different units, allowing for improved organisation of surveillance and access control tasks, as well as a more agile response to potential incidents.
The new facility will feature a constructed area of 350 square metres across two floors, designed using a modular construction system with prefabricated elements. The layout will include spaces tailored to the needs of personnel and the daily operations of the unit, such as workstations, changing rooms, restrooms, a meeting room, a break area, and storage facilities.
The USECIC is a specialised rapid intervention unit of the Guardia Civil, tasked with maintaining public safety, preventing crime, and responding to threats such as organised crime, drug trafficking, and terrorism. Their regular deployment in security checks and patrols enhances immediate response capabilities, which is vital for the protection of the port environment.
