Izquierda Unida (IU) is set to advocate for a preventive measure regarding the rubber pavements installed in playgrounds, municipal educational centres, and sports facilities at the next municipal plenary session. The motion proposes that the local council compile an inventory of these materials within three months and establish a phased replacement plan, including a budget forecast extending to 2031.
This initiative comes amid growing scrutiny over the environmental impact and usability of these materials, following a 2023 study by researchers from the IDAEA-CSIC, which analysed recycled rubber recreational surfaces. The study found elevated concentrations of zinc and other components in certain samples. While these findings do not conclusively indicate that all pavements are harmful, IU believes it is essential to understand the composition, age, and condition of each surface, particularly in areas frequented by children.
“It is not about causing alarm among families,” warned Keruin Martínez, the party's councillor, who urged the government team to move “beyond grandiose headlines” and to begin a comprehensive inventory and scheduling process. “Prevention also involves planning before problems arise,” he added.
The proposal prioritises children's play areas and deteriorating surfaces while exploring alternatives that ensure fall cushioning, accessibility, and maintenance. It also calls for the transition of municipal football fields to alternative fillers, in line with European regulations that will restrict the marketing of certain synthetic polymer granules from 17 October 2031, although it does not mandate the immediate removal of existing rubber pavements.
According to the studies consulted, the choice of flooring should consider the heat retention of some surfaces exposed to sunlight and the adaptation of parks to high temperatures. “Caring for these spaces requires a holistic approach to flooring, shade, tree cover, accessibility, and maintenance. It is not enough to repair when complaints arise,” Martínez emphasised.
Questions about the condition of Campos de Sport
In the same municipal plenary, IU has submitted questions regarding the maintenance of the Campos de Sport de El Sardinero, following a recent complaint about damage to several steps in the North Preference area and reports of issues in other stands, staircases, and access points. The party will seek information on available technical reports, preventive measures, and pending repairs, including accessibility improvements and those arising from roofing works.
“It is important to remember that the stadium is municipal heritage, with 40,000 visitors each month,” Martínez insisted, calling for the council to maintain effective oversight of its condition, regardless of any disagreements over maintenance obligations outlined in the agreement with Racing.
Lastly, the party has raised concerns regarding recent protests over the use of the municipal tennis courts at the Ruth Beitia complex. In a series of questions, the councillor will inquire about reservations made by private clubs, usage conditions for subscribers, and the maintenance of facilities that have received complaints about leaks and other damages. Specifically, Martínez has requested clarification on the authorisations and fees applied, as well as compliance with transparency resolutions related to user complaints and information requests.
