La Línea sets regulations and deadlines for Christmas and New Year celebrations

The La Línea City Council has published a decree regulating the Christmas and New Year celebrations for 2026, establishing deadlines and requirements for their authorisation. All necessary documentation must be submitted by 30 November to ensure compliance with capacity limits, safety measures, and respect for local residents.

The regulations differentiate between various types of celebrations, exempting strictly private or family events and those organised in licensed venues such as nightclubs, provided they do not exceed the conditions specified in their administrative titles. However, any Christmas or New Year celebrations held in venues with different primary activities that exceed their licensing terms, or those in unlicensed locations, must obtain prior municipal authorisation as extraordinary activities.

Interested organisers must submit their applications through the City Council's Electronic Registry by the deadline. To obtain the extraordinary permit, promoters must present several requirements, including an Emergency and Evacuation Plan that complies with regional regulations, detailing maximum capacity and age restrictions. Additionally, a civil liability insurance policy with proof of payment, the hiring of private security services, and evidence of payment of the corresponding municipal fee will be required.

For hospitality establishments and special music venues (such as pubs and bars) maintaining their valid licenses without altering space or acoustic conditions, the decree states that they must request specific authorisation for ticket sales or entry passes during these dates. The sale of passes without prior favourable resolution is expressly prohibited. Documentation for this procedure will require a responsible declaration ensuring strict adherence to licensing conditions, valid insurance, and, if capacity regulations demand it, a security contract.

The decree sets 06:00 as the latest closing time for authorised celebrations. At this hour, organisers must turn off sound equipment, cease any performances, stop beverage sales, and switch off general lighting. The venue must be completely evacuated within half an hour. Establishments must display a visible sign indicating the maximum allowed capacity at the entrance, and issuing tickets or allowing entry beyond this limit is strictly prohibited.

To ensure compliance, organisers must notify the Urban Planning Delegation by 13 December of the ticket sales system used (physical or digital) through a responsible declaration certifying the sequential number of tickets or the blocking of online sales platforms. Access control and the protection of minors will be the sole responsibility of the organising company, which must ensure the absolute prohibition of alcohol and tobacco sales to those under 18 years of age. Failure to comply with these regulations or holding events without the necessary municipal authorisation will result in the initiation of sanctioning proceedings, with security forces retaining the authority to immediately suspend and close venues if serious safety risks are detected.
