The president of the Deputación de Lugo, Carmela López, has challenged the Xunta de Galicia to negotiate a municipal funding model based on objective, stable, and public criteria. During a presentation of the provincial budgets in the Galician Parliament, López emphasised the need for a system that ensures no municipality is dependent on the political leadership of other institutions.
The proposed budget for 2027 marks a significant increase of 14.77% compared to the current year, reaching a total of €155,206,521. This growth is attributed to the economic management of the Deputación in recent years and its share of state revenues.
“Public resources are not favours granted by governments; they belong to the citizens,”
López stated, advocating for a funding model that remains consistent regardless of changes in political leadership.
Increased funding for local cooperation
The 2027 budget includes nearly €20 million more than the previous year, allowing for enhanced economic cooperation with municipalities through the Plan Deputación, which will increase by €2.75 million to a total of €25 million. This financial boost aims to improve services for residents and enhance the competitiveness of the region.
Investment in real projects is set to rise by 58.92%, reaching €31,053,156. López highlighted the importance of supporting municipalities not only financially but also by providing technical assistance and management tools.
Infrastructure and emergency services
The budget allocates €23.65 million for the maintenance of the provincial road network, which spans 4,217 kilometres, reflecting a 25.1% increase from 2026. This investment is crucial for ensuring safety and supporting economic activity.
Additionally, €5.51 million will be dedicated to enhancing emergency services, with a focus on improving the Consorcio Provincial de Bombeiros and integrating municipal emergency groups.
Support for the elderly and local sectors
The well-being of the elderly remains a priority, with €16.17 million earmarked for care facilities, a 37% increase from 2026. López reiterated the importance of advancing a model of proximity care that benefits local economies.
The Deputación will also continue to support vital local sectors, including agriculture and tourism, with increased funding for initiatives such as the Granxa Experimental de Leite Gayoso Castro and river tourism routes.
Environmental and cultural investments
Efforts to preserve the environment will see €685,000 allocated to the management of the Ancares and Terras do Miño Biosphere Reserves. Furthermore, investments will be made in the provincial museum network and sports facilities, reflecting a commitment to cultural and community development.
López concluded her address by stating that the budgets were developed through extensive consultation and collaboration, aimed at addressing the needs of the residents across all 67 municipalities in the province.
