The council of Marchamalo has unanimously agreed to grant two new 95% discounts on the Impuesto sobre Construcciones, Instalaciones y Obras (ICIO), a municipal tax on construction, for two private developers who have purchased municipal plots to build their own affordable homes. This initiative is part of a modification to the fiscal ordinance governing this tax, which also applies to the ongoing construction of a building with protected flats and will extend to other developers purchasing municipal land for affordable housing.
During an extraordinary council meeting, which began with a minute's silence for the victims of a recent train accident in Urda, the council approved the tax reduction in line with a previous unanimous decision made a year ago aimed at promoting the construction of affordable housing in Marchamalo.
The two single-family homes will be constructed on plots located on Federico García Lorca and Antonio Machado streets, within a block designated for affordable housing. This area includes 20 plots available for purchase by individuals or construction companies wishing to build. The purchase procedure for these plots remains open until the end of the year, including nine additional plots for sale on Cigüeña Street, near the Henares Canal.
For all new purchases and subsequent construction licence applications, the 95% discount will be automatically applied, allowing it to be reflected in the self-assessment completed by eligible individuals or entities.
Strengthening the urban planning department
In a separate matter, the council also approved various agreements to modify the Relationship of Job Positions (RPT) to bolster staff in key departments for 2027, particularly in urban planning. A new full-time technical architect position will be created to enhance services and address a wide range of procedures related to construction licence approvals, public and private works oversight, and technical assessments for other municipal departments.
Additionally, the council will review the classifications of three national habilitated positions—Secretariat, Intervention, and Treasury—adjusting their scoring and salaries to align with those of a second-class municipality like Marchamalo, effective from 2026.
Funding for cultural events
The council also approved a credit supplement of €60,000, supported by the PSOE and PP, with only VOX opposing, to enhance the cultural budget. This funding aims to ensure sufficient resources to complete the year's events celebrating the IV Centenary of the Villa. The need for this additional funding arose due to unforeseen expenses, including the provision of large screens for Spanish national football matches during the World Cup. These funds will be sourced from available treasury reserves.
Lastly, the council conducted a draw to appoint members for the ten polling stations to be set up in Marchamalo for the General Cortes Elections scheduled for 29 November 2026. The results of this draw were read out during the meeting by the Municipal Secretary and will be published on the council's notice board for public consultation.
