The Tarragona City Council has awarded the contract for the basic and executive design of the new Pepita Ferrer library to Taller 9S Arquitectes SCP for a total of €302,500, including VAT. Seven candidates submitted proposals for this project, and the three highest-ranked firms were invited to participate in a negotiated procedure to enhance their submissions based on the competition guidelines. Ultimately, Taller 9S Arquitectes presented the most competitive offer.
The winning proposal includes plans to extend the urban development project to encompass the entire Pilar Pradells square and to analyse the existing facilities, including the Torreforta Market and Civic Centre, to formulate strategies for intervention in relation to the surrounding area.
Sandra Ramos, the Councillor for Culture in Tarragona, stated, “The new Pepita Ferrer library will be a facility that transforms Torreforta and the entire Ponent area.” She added, “In line with the Library Plan approved this past May, we are addressing a significant historical shortfall in access to essential cultural facilities such as libraries.”
The design phase is expected to take six months. The new Pepita Ferrer library will expand from 900 square metres to approximately 2,500 square metres. This municipal facility will include the new library and the Torreforta Civic Centre, featuring a shared entrance directly from the square. Among its versatile spaces, there will be a unique volume room capable of hosting a wide range of activities, including medium-format performing arts, storytelling sessions, book presentations, training courses, musical performances, and audiovisual screenings.
“The Pepita Ferrer is being revitalised to become a cultural hub for both Ponent and the rest of the city. We are designing a library that reflects the model of a 21st-century community library. The new Pepita Ferrer will meet real needs and be connected to its environment,” Ramos concluded.
